What he means is to move the selection, not the stuff in it.
To do that, go to (Select > Transform Selection).

man, in all your tutorials, i never know how to do this “move 2 pixels up, then delete”. For me nothing changes. I move up, and then delete what i moved, so comes back to the starting point. I dont know if u guys got what i wanna say, but can sb help me?
