How to open a picture as a new layer

Hi,
I'm brand new to photo shop. I am trying to open a picture into my project as a new layer. When I open a new image it opens as a locked background image with it's own set of attributes; history, layer palette etc. How do I add the image as a new layer of my current project? Any help would be much appreciated. Thanks,

open ur project that you are working on and open you pic in PS. then just copy the pic over into your project file and it should become a new layer
